Community Services

We are qualified professionals who treat reading, spelling, and writing disabilities. All of our clinicians are certified to individualize structured literacy therapy (Orton-Gillingham) for struggling readers and children with dyslexia. Our literacy experts use an IDA-approved Structured Literacy curriculum to administer scientifically-backed dyslexia therapy to students in weekly data-driven sessions with customized daily practice.

The Police Impact Fee Analysis (IFA) was prepared to meet the requirements of Utah Code §11-36a. Impact fees are a one-time fee charged to new development to help offset the capital costs associated with new growth in a community. Heber has determined that there is one city-wide service area for police services in the City. Therefore, all development in the City will be charged the same public safety impact fee regardless of where the new development takes place.

This Police Impact Fee Facilities Plan (IFFP) was prepared to meet the requirements of Utah Code §1136a. Impact fees are a one-time fee charged to new development to help offset the capital costs associated with new growth in a community. Heber City has determined that there is one city-wide service area for police services.

Heber City Storm Water Design Manual, July 2023. Heber City Engineering. The purpose of this document is to establish design standards and guidelines for storm drainage infrastructure within Heber City. This document also promotes uniformity among development design submittals and drainage reports.

Five alternatives on the west side of the Heber Valley passed the screening process and will be carried forward for detailed evaluation in the Draft Environmental Impact Statement.

The Utah Department of Transportation’s (UDOT) mission is to keep Utah moving while enhancing quality of life through transportation improvements in our state. UDOT is conducting an Environmental Impact Statement (EIS) to improve regional and local mobility on US-40 from SR-32 to US-189 and provide opportunities for non-motorized transportation while allowing Heber City to meet its vision for the historic town center.

Wasatch County has contracted VIA consulting to look at a partnership with High Valley Transit to bring public transit services to Wasatch County. The study shows the current demand for a bus route connecting Heber City to Park City along with public transportation in the Heber Valley through microtransit services. It describes existing demographic and socioeconomic conditions in Wasatch County and the potential market for transit service and identifies several potential fixed-route bus and microtransit alternatives.

The Deseret News is a newspaper published in Salt Lake City, Utah. The Deseret News is a subsidiary of the Deseret Management Corporation, which is owned by The Church of Jesus Christ of Latter-day Saints. There are four ways to access the Deseret News: Utah Newspapers (2004-Present), ProQuest Global Newsstream (2003-Present), Utah Digital Newspapers (1850-1888), and Google News (1830s-2000s).

ProQuest Global Newsstream provides one of the largest collections of news from the U.S., Canada, Europe, Africa, Asia, Latin America, and Australia. Includes the following newspapers: Salt Lake Tribune, Deseret News, Wall Street JournalUSA TodayNew York TimesLos Angeles TimesWashington Post, and Chicago Tribune. 

The Salt Lake Tribune is a newspaper published in Salt Lake City, Utah. The Tribune is owned by The Salt Lake Tribune, Inc. a non-profit corporation. There are four ways to access The Tribune: Utah Newspapers (2004-Present), ProQuest Global Newsstream (1990-Present), Utah Digital Newspapers (1871-1919), and The Salt Lake Tribune Website – IN-LIBRARY USE ONLY (Current).

Utah Digital Newspapers currently contains 3.5 million pages from nearly 200 newspapers. Thanks to an agreement with Ancestry's Newspapers.com, we are currently pursuing a three-year project to digitize all remaining Utah newspapers.

Utah Newspapers is a digital newspaper service of the Utah Press Association (UPA). The UPA Archive provides public access to all of Utah's local newspapers. Each newspaper is a fully-searchable PDF that you can print or download. Search all of Utah's newspapers by keyword or filter by newspaper, city, county, or zip code. Current issues are embargoed for two weeks.
